Black matte paint on Tundra

I tried chatting up this owner but he clearly didn't want to talk to me. Either way its a good example of a matte paint finish.

Theres an older model Tundra running around town with the same paint scheme.
Its got different wheels and some bars on it.

I like black, but prefer the gloss over matte. So, can you special order black matte finish, or is this something you have to do after you purchase a Toyota? Just curious!
