Like if a crowd appears on a road and the vehicle is going 45 mph and the only two options are to swerve and go into a ditch, or hit the brakes and slam into a group of people.
Well, the government is likely going to mandate that the vehicle's autopilot will be forced to make the decision that will cause the least amount of deaths. While if you're driving the vehicle, you would most of the time not even consider the most risky maneuver if it meant that you were going to be hurt or killed.
