running lights

The tail lights that are supposed to be on when the head lights are on do not work. The bulbs are new and the fuse is new. The brake lights, reverse, and turn signal lights work. is this a wiring issue? Keep in mind the brake light and tail light are the same bulb just with 2 elements

How long has this be going on? Did it happen all of a sudden?

no it happened after hitting a bump in the desert really hard. it ended up being the relay causing my tail light fuse to blow every time I replaced it. so I replaced the tail light relay and the fuse and its been working ever since
