96 T 100 surging and high idle

Have 96 T 100 4x4 3.4 5-speed, 202 k miles. Just had ECU reprogrammed by Cardone. High idle is less, surging remains. Any ideas for a fix?

Cardone should have picked up on this. I would bring it back, and as for there help. I am assuming Cardone is a custom tune shop.
