Saw this hitch on a range rover, seems unusual in that the plastic of the bumper is in the way and it's dropped extremely low for no apparent reason.

I believe thats a factory R/R hitch, I've seen one like it on another Rover.

Seems bizarre, why not cut the plastic piece and have a straight hitch without need for a straight drop like that.

Because Rover is all about looks over function.
Also Range Rover is British, built by British engineers, towing is not a common requirement there like it is in the U.S.
Its an after thought to adapt to the U.S. market.
When I was stationed in the UK I probably saw less than 20 trailers being towed by non-comercial vehicles in a 14 month period.
Definitely not like the U.S.

Looks like that video is it. Must be reversible for a 2" tube vs. 1 1/4" tube for a small trailer.

That guy really might want to reconsider that pony tail. Just saying.

Now that's funny! Had to replay video since I didn't catch the pony tail earlier. I agree - ditch the pony tail.

They ponytail cements his status as a range rover expert to the crowd that buys them, owners and mechanics are just a little off center.

At least he didn't talk about backing a trailer so you could "park the car in the yard".
