Even today in 2015 I have recently heard about how the "cash for clunkers" program 2009 is the reason there's a shortage of good used cars on the market right now. That might be partially true as they did take 690,000 vehicles off the roads, but many of these vehicles were likely not even second cars, but third cars at best.

Anyhow, another major factor is the fact that studies keep showing that virtually all cars and trucks are just built better these days and they last longer, with an average of nearly 200,000 miles before being sidelined with a major mechanical problem.
Couple that with a bad economy from 2008 until whenever you think it ended, where people would rather fix their vehicle instead of trading it in on a new model, and you've got an environment where a 15-year old used full-size car is selling for $6500, when 10 years ago a 15-year old full-size car sold for $1000 to $1500 tops.
