02 tacoma holding rpms

my 02 tacoma with 2.7 motor 85000 miles has developed the habit of holding at about 2000 rpms while driving down highway it will very slowly come down but stays at 2000 while downshifting or coasting with clutch in ?? if driving slowly at less than 2000 it falls down to idle between shifts just like old times i got a can of cleaner and sprayed the mas whatever it is = no difference almost like the cable is hanging up but its not ?? help please

check your timming and see if its off just a little
