Shorting Clip In Diagnostic Port Under Hood

I read recently about a guy that was having performance issues like my, hesitation on acceleration at half throttle, and he said he took the shorting clip out of the upper left hand side of the diag port and it mad a huge difference in the performance.

Can't find the post again to re-read it but I was hoping someone has run across this before. I remember him saying that the Toyota techs sometimes leave it in accidentally.

Any info on this?
