Liquid in intake air connector on 2.7 Tacoma

I'm replacing the spark plugs for the first time on this newly acquired truck and I have a question. The metal canister attached to the intake air connector has some type of liquid in it. Is that normal? Is there supposed to be a certain amount? How is it serviced?

The cannister should be a silencer for the intake system, the theory is the chamber acts like a maifold and silences in coming air turbulence.
Not sure I agree, I've removed it on my last few trucks with no adverse affects.
The only liquid I've ever found in there was oily water, water from the intake system through the air filter, either high humidity or real wet conditions.
And oil from the pcv system which at times will draft back in there from the connection to the crank case.
