Looks much like the S.S. Nautilas Capt. Nemo built and sailed.
San Diego residents might we many resemblances to the "Sail Ship" that rode around the harbour and off shore back in the 90's, much of the technology was tried and perfected aboard that ship.
Many thought at the time it was a new class submarine, one of the aeronautical contractors did much of the exterior work (don't remember which one).
The exterior panels have the same technology as stealth aircraft, if you look closely youll see no two panels have the same actual degree of angle.
I'm not sure what they ended up using as the skin material.
